<P>PROBLEM TO BE SOLVED: To accurately predict a user's service time frame on a day which is not reserved. <P>SOLUTION: A consultation time prediction device 1 predicts a time required for consultation of a patient without reservation accepted on a day (S608), retrieves an empty time frame (S609), allocates the patient without reservation to the time frame in accordance with an empty state (S610 to S612), and specifies a consultation start time (S613). Next, the device 1 counts the number of waiting patients without reservation in a time zone before the consultation start time (S614), and predicts the number of persons receiving consultation from the number of patients without reservation in a relevant time zone on the basis of a relational expression of a relevant staff and the relevant time zone (S615). Then, the device 1 counts the actual number of patients without reservation receiving consultation in the relevant time zone (S616). If the count value of the number of patients without reservation receiving consultation is equal to or less than a predicted value (YES in S617), the number of patients receiving consultation is determined with an allocated time frame (S618).
