<P>PROBLEM TO BE SOLVED: To solve the problem that a TV telephone set wastes a network band, a limited resource, because image data is transferred without regard to whether a screen is viewed or not, once connection is completed. <P>SOLUTION: In a TV telephone set, a viewer-side terminal analyzes an image of the other side. If it is determined that the communication partner is viewing the screen, the compressibility of image data to be sent is decreased (a bit rate is increased). If it is determined that the communication partner is not viewing the screen, the compressibility of the image data to be sent is increased (a bit rate is decreased).
