摘要 <P>PROBLEM TO BE SOLVED: To obtain a voice of high sound quality with less amount of code. <P>SOLUTION: A section number determination feature amount calculation circuit calculates a section number determination feature amount for defining a division number to divide a processing object section into consecutive frame sections composed of frames in which the same estimation coefficient is selected on the basis of subband signals of a plurality of subbands constituting an input signal. A pseudo high-frequency sub-band power difference calculation circuit determines the number of consecutive frame sections within the processing object section on the basis of the section number determination feature amount, and selects the estimation coefficient with which a high-frequency component of the input signal is obtained by estimation for each consecutive frame section, and generates data including a coefficient index for obtaining those estimation coefficients.
