<P>PROBLEM TO BE SOLVED: To estimate a communication traffic amount with high accuracy in a service integrated IP network where no communication traffic occurs in full mesh. <P>SOLUTION: A communication traffic calculation device 11 finds for all edge nodes such output-use virtual populations and such input-use virtual populations that the sum total of output-use virtual populations of all other edge nodes where communication traffic to the edge nodes exists multiplied by input-use virtual populations of the edge nodes is equal to an input traffic amount and the sum total of input-use virtual populations of all other edge nodes where communication traffic to the edge nodes exists multiplied by output-use virtual populations of the edge nodes is equal to an output traffic amount.
