<P>PROBLEM TO BE SOLVED: To provide a hydrogen producing apparatus capable of simply, efficiently, and accurately producing hydrogen, and a method of producing the hydrogen. <P>SOLUTION: A hydrogen producing apparatus includes: a reaction vessel 1 that accommodates a hydrogen generating material 2 containing a hydrogen generating substance capable of generating hydrogen by an exothermic reaction with water; a water accommodating container 3 that accommodates water 4; a water supply flow path 5 that connects the water accommodating container 3 with the reaction vessel 1; a water supply part 10 that supplies the water 4 in the water accommodating container 3 to the reaction vessel 1 via the water supply flow path 5; a water detection part 11 that detects the presence or absence of water passing in the water supply flow path 5; and a controller 12 that controls the water supply part 10 based on detection results by the water detection part 11. The water supply part 10 is disposed on the way of the water supply flow path 5.
