<P>PROBLEM TO BE SOLVED: To provide a charging device that eliminates charging unevenness and extends the life thereof, and an image forming apparatus. <P>SOLUTION: A charging device has discharge electrodes enclosed by a shield case, and a grid electrode that covers an opening of the shield case. The grid electrode includes a grid mesh part 300.
