<P>PROBLEM TO BE SOLVED: To provide a favorable cleaning property by suppressing cleaning failure due to reattachment of toner to an image carrier from an oppositely-charged toner cleaning member out of a plurality of cleaning members on which electric fields are formed respectively for moving toner particles with mutually different polarities on the image carrier. <P>SOLUTION: The cleaning device includes: a normally-charged toner cleaning brush roller 107 that comes into contact with an intermediate transfer belt 8 and to which a voltage having a polarity opposite to a normal charge polarity of toner is applied; and an oppositely-charged toner cleaning brush roller 104 that comes into contact with the intermediate transfer belt and to which a voltage having a polarity same to the normal charge polarity of toner is applied.
