PROBLEM TO BE SOLVED: To provide a technique for easily forming a plate cylinder capable of securing superior printing performance.

SOLUTION: A plate making apparatus 2 which manufactures a plate cylinder 1 used for gravure printing includes a cell formation part 21 which forms a recess (for example, a cell 13) in a layer 12 to be ground by making the cutting edge of a rotating tool 31 abut against the circumferential side face of a plate cylinder material 10 having the layer 12 formed on the circumferential side face, and cutting or grinding the layer 12 to be cut or ground; and a coating layer formation part 22 which forms the coating layer 14 of diamond-like carbon covering the layer 12 from the upper part of the recess.
