PROBLEM TO BE SOLVED: To provide: a flexible metal substrate with an insulating layer having high insulation properties and excellent in heat resistance, bending resistance, and long term reliability and a method for producing the same; a semiconductor device using the substrate and a method for producing the same; a solar cell using the substrate and a method for producing the same; an electronic circuit using the substrate and a method for producing the same; and a light-emitting element using the substrate and a method for producing the same.

SOLUTION: A metal substrate 10 with an insulating layer has: a metal substrate in which an aluminum base material 14 is arranged at least on one surface of a metal base material 12 made of a metal having a linear thermal expansion coefficient smaller than that of aluminum; and a porous anodic oxidation film 16 of aluminum formed on the aluminum base material. The anodic oxidation film is composed of a barrier layer part and a porous layer part, and the porous layer part has a stress of 0.10% or more in the compression direction at room temperature.
