<P>PROBLEM TO BE SOLVED: To achieve efficient file transfer by effectively utilizing a limited time. <P>SOLUTION: When a first file whose transfer has been requested is not cached in a file buffer part, a transfer file determination part determines a second file to be transferred to a user terminal in accordance with a file cache state of the file buffer part. A transfer protocol part reads the second file from the file buffer part in parallel with the reading of the first file by the file buffer part. A transmission part transmits the second file read by the transfer protocol part to the user terminal. An instruction part determines to transfer the first file on the basis of a progress situation of the reading of the first file to the file buffer part. The transfer protocol part stops the reading of the second file, and reads the first file from the file buffer part.
