<P>PROBLEM TO BE SOLVED: To efficiently make supply and demand adjustment by controlling a power fluctuation in a power system. <P>SOLUTION: An information processing device 10 provided in a power facility memorizes the number of information processing devices 10 that can communicate with the own device as an own communication available device number, memorizes the own communication available device numbers of other information processing devices 10, if the maximum value of the latter is larger than that of the former, memorizes, as an area requirement transmission destination device, an information processing device 10 having transmitted the maximum value, regards, as an area requirement transmission source device, an information processing device 10 that considers the own device as an area requirement transmission destination device, regards a value that is equal to subtracting the number of area requirement transmission source devices from the own communication available device number as a parameter, and regards an information processing device 10 that transmitted the maximum value of parameters of the other information processing devices 10 as the area requirement transmission destination device if it does not memorize an area requirement transmission destination device.
