PURPOSE: An obstacle detecting apparatus of a railway crossing and a detecting method using the same are provided to prevent an accident in running railway vehicle. CONSTITUTION: A laser radar(100) radiates laser pulse at a railway crossing, and searches an obstacle located at a railway crossing by analyzing reflected laser value. A detector(200) receives laser pulse emitted from the laser radar, and checks whether an obstacle is detected or not in a detection required area which is designated at the railroad crossing. A controller(300) receives detection data from the detector, and outputs an alarm signal or a detector number in a not detecting state to a railway crossing management office and an entering train after confirming no detection.
