PROBLEM TO BE SOLVED: To provide a user interface that allows a user to easily operate different types of content and to use a function in accordance with each type of content.

SOLUTION: A toolbar generation unit 35 refers to a toolbar generation information storage unit 23 to obtain function information associated with a type of content specified by a user and a format of a function specification area. The toolbar generation unit 35 assigns a function indicated by the obtained function information to the format so as to generate a user interface including the function specification area where the user specifies a function for the specified content. A content display processing unit 36 displays the content specified by the user and the user interface generated by the toolbar generation unit 35 on a display device 50.
