<P>PROBLEM TO BE SOLVED: To provide route information on which passersby's advice is reflected. <P>SOLUTION: Link data indicative of links constituting routes and cost data indicative of costs in the links are stored in a route information storage unit in association with each other, and posting information posted from user terminals is acquired from a server and is stored in a posting information storage unit. The posting information storage unit is referred to specify a link corresponding to each piece of the posting information on the basis of contents of the piece of the posting information, and analysis for determining whether the cost of the link should be increased or reduced is performed. Cost data stored in the route information storage unit is updated on the basis of analysis results of the posting information.
