<P>PROBLEM TO BE SOLVED: To obtain an image forming apparatus and the image forming method that can secure the quality of the film strength of the image formed to a recording medium from the tip side of the recording medium over the rear end side. <P>SOLUTION: A sheet member P is transported by pulling the end of sheet member P to the carrying direction downstream side with the end of sheet member P maintained by a gripper 64B. The rear surface of sheet member P is sucked by a suction surface 72A of a suction plate 72 assumed to be 30-70°C. An infrared heater 78 heats and dries the sheet member P so that the heating energy may become ≥1.0 J/cm<SP POS="POST">2</SP>and ≤5.0 J/cm<SP POS="POST">2</SP>at the surface of transported sheet member P.
