<p>Provided are a base station and a wireless communication method whereby even when the number of speech calls suddenly increases, such as at the occurrence of a disaster, the number of speech calls that can be dealt with can be increased more rapidly than during an ordinary state. A base station (100) comprises: a parameter control unit (103) that selects either an ordinary control parameter used during an ordinary state or an emergency control parameter used during an emergency state in which the number of speech calls to be dealt with becomes greater than in the ordinary state; and a scheduling unit (105) that schedules a PDSCH for a mobile station (200A) on the basis of either the ordinary control parameter or the emergency control parameter selected by the parameter control unit (103). The ordinary and emergency control parameters allow the number of speech calls that can be dealt with by the base station (100) to change, and the emergency control parameter increases the number of speech calls that can be dealt with more than the ordinary control parameter.</p>
