<P>PROBLEM TO BE SOLVED: To improve the efficiency of encoding when motion compensation prediction is used. <P>SOLUTION: An addition unit 604 adds a prediction signal generated on the basis of motion information on a target block to be decoded and a prediction error signal of the target block to reproduce an image signal of the target block. If the coded data of motion information is the coded data of a differential vector between the motion vector of the target block and the motion vector of a reference block adjacent in space or time to the target block, a motion information decoding unit 606 identifies from among a plurality of reference block candidates adjacent in space or time to the target block a reference block from which to acquire the motion information which the target block uses, following common rules shared with the encoding side, and corrects a motion vector acquired from the reference block with a decoded differential vector, whereby generating a motion vector of the target block. <P>COPYRIGHT: (C)2013,JPO&INPIT |
