<P>PROBLEM TO BE SOLVED: To achieve reduction of power consumption in a communication device management apparatus. <P>SOLUTION: The user device which uses services of a service apparatus comprises: a communication part which communicates with the communication device management apparatus and the service apparatus; a start signal processing part which transmits a start signal to the communication device management apparatus through the communication part; a device information request generation part which transmits a request signal for requesting the communication device management apparatus for apparatus information of the service apparatus.
