Splitting water, comprises: providing an aqueous phase and a gaseous phase such that a boundary region of the aqueous phase and gaseous phase is obtained, where the aqueous phase comprises water (at least 50%) and the gaseous phase contains at least a portion of water vapor; and coupling high-frequency electromagnetic radiation in the boundary region of the aqueous phase and the gaseous phase, where the electromagnetic radiation has a frequency of 100-500 MHz and the electric field strength of the electromagnetic radiation at least in one portion of the boundary region, is at least 10 kV/cm. An independent claim is also included for a device for carrying out the above mentioned method, comprising a supplying unit for supplying the high-frequency electromagnetic radiation and for providing a local electric field strength, and a positioning unit for forming and positioning the aqueous phase and the gaseous phase with a boundary region of the water phase and gas phase, where the boundary region is positioned such that the electric field strength of the electromagnetic radiation in the boundary region is at least 10 kV/cm.
