PURPOSE: An infra stand-alone type VMS(Variable Message Sign) operating system and a method thereof are provided to sense unexpected situations which are non-repetitive, thereby supplying information with respect to the incident to a driver. CONSTITUTION: An unexpected situation with respect to abnormal weather is sensed by a detector. The unexpected situation is detected continuously. The VMS is operated(S18). A message is determined according to which unexpected situation is detected(S19). The determined message is displayed(S20).
