A communication system comprises a mobile station and a plurality of base stations that are connected to one another by a network. A base station: calculates a traffic amount of data transmitted/received by the local base station; upon reception of a radio signal from a mobile station, which is related to a request to connect the mobile station to the local base station, calculates a reception quality value at the time of the connection request; requests the other base stations to transmit, to the local base station, the reception quality values of the radio signal received at the other base stations and the traffic amounts of the other base stations; and selects a base station, which is to be a destination of connection of the mobile station, on the basis of the reception quality value and traffic amount at the local base station as well as the reception quality values and traffic amounts received from the other base stations. |
