The transparent light-scattering layer (1) has surface structure that is formed by several stochastically distributed recesses (4). The recesses have flat bottom portion (9), which together form a lower plateau surface (6), while a portion of flat top surface forms an upper plateau surface (7). A portion of transparent light-scattering layer is formed as transparent conductive oxide layer. An independent claim is included for method for preparing transparent, light-scattering layer.
