PROBLEM TO BE SOLVED: To form a folding line to a paper bundle while binding the paper bundle by bending a tongue part formed in the paper bundle.

SOLUTION: The paper binding device includes: a no needle binding mechanism 50 that cuts a part of the paper bundle B into a predetermined shape to form the tongue part in which the other end leaves a part consecutive to the paper bundle B in the paper bundle B and binds the paper bundle B by bending the tongue part to make the sheet S of the paper bundle B engage each other; and a folding mechanism that makes a fold in the paper bundle B in conjunction with the binding operation of the no needle binding mechanism 50.
