<P>PROBLEM TO BE SOLVED: To provide an exchange ticket issue system that gives a customer a larger incentive to visit a store while reducing risks of a store side and a customer side. <P>SOLUTION: An exchange ticket issue device 1 includes a server 2 which is connected to a customer terminal 4 by an electric communication line 5, and a storage part 3 which stores at least one of data transmitted and received through the server 2 and store information on a predetermined store. The server 2 includes reception means 6 of receiving a request to issue an exchange ticket of an object store and an identifier of the customer from the customer terminal 4, determination means 7 of determining at least one of an issue condition and an issue style of the exchange ticket based upon at least one of the identifier and store information on the object store, and issue means 8 of issuing the exchange ticket corresponding to the object store based upon at least the one of the issue condition and issue style.
