<P>PROBLEM TO BE SOLVED: To suppress processing load and improve coding efficiency of motion information when encoding is performed by using motion information of an adjacent block. <P>SOLUTION: A coupling motion information candidate list generation part 1000 calculates motion information of a plurality of encoded adjacent blocks adjacent to an encoding target block as a motion information candidate of the encoding target block to create a motion information candidate list. A coupling motion information candidate list deletion part 1001 deletes either motion information from the candidate list when there is the coincidence of a prediction direction and a motion vector value among motion information included in the created candidate list.
