<P>PROBLEM TO BE SOLVED: To make it possible to regulate communication of a user device in a cell and a user device newly entering the cell, with neither excess nor shortage. <P>SOLUTION: A base station comprises: a system information creation part for creating first system information that regulates communication, and second information that does not regulate the communication; a timing determination part that classifies a user device into either of a plurality of groups on the basis of timing at which the user device in a waiting state starts in each intermittent reception period, and determines timing at which a paging signal is notified, for each group; and a transmission part which transmits the first system information after transmitting the paging signal to a user device belonging to any of the group, switches transmission of the first and second system information so that a ratio of a frequency of transmitting the first system information to a frequency of transmitting the second system information corresponds to a ratio of regulation, and transmits the second system information after transmitting the paging signal to the user device belonging to any of the group. <P>COPYRIGHT: (C)2013,JPO&INPIT |
