The present invention relates to the technical field of communications. Disclosed are a method and device for implementing synchronization and perception between user equipment. The method includes: a base station triggering first user equipment to synchronize other user equipment; receiving channel quality information between the first user equipment and synchronized user equipment reported by the first user equipment; and determining target user equipment which directly communicates with the first user equipment based on the channel quality information, and/or determining a wireless resource which can be used by the first user equipment based on the channel quality information. Using the present invention can reduce the energy consumption of user equipment and the resource overhead of the system, and guarantee the direct communication between user equipment.
