The present invention provides an optical element manufacturing method and manufacturing device, with which a smooth optical surface can be formed without being influenced by the surface roughness of a moulding die. An optical element manufacturing device (1) of the present invention is provided with: a plate-shaped moulding die (2) which comprises through-holes (2a) as optical surface forming parts, and forms an optical element by one surface thereof coming into close contact with a glass material (50); a holding container (3) which holds the plate-shaped moulding die (2), and is divided into a first space (5) formed at the contact surface side of the plate-shaped moulding die (2) that comes into contact with the glass material (50) and a second space (6) formed at the opposite surface side of the plate-shaped moulding die (2) that is on the opposite side to the contact surface; and a pressure control part (4) which causes a difference in pressure in such a way that the second space (6) has a lower pressure than the first space (5).
