<P>PROBLEM TO BE SOLVED: To provide a communication system and a program which can reduce a management load of a server and avoid information leakage due to an attack. <P>SOLUTION: In authentication preprocessing, a first control unit 13 transmits terminal side identification information read out from a first storage unit 11 to a server 20 via a first transmission/reception unit 12. A second control unit 24 causes a key information generation unit 22 to generate key information by a predetermined algorithm on the basis of the terminal side identification information received by a second transmission/reception unit 23 and server identification information stored in a second storage unit 21, and transmits the generated key information to a terminal 10 via the second transmission/reception unit 23.
