<P>PROBLEM TO BE SOLVED: To provide a hydraulic rotating device having a simple constitution and capable of obtaining rotational motion by using a water flow at low cost. <P>SOLUTION: A water flow introducing unit 20 is provided on a fore-end 11 of a cylindrical barrel section 10. A connection part 30 is formed on the fore-end 11 of the barrel section 10 around the diameter direction. A bearing 31 is provided in a center part of the connection part 30, and drift blades 32, 33 are formed on both sides of the bearing 31. A rotary shaft part 40 is pivotally supported by the bearing 31. A universal joint 50 is connected to an end of the rotary shaft part 40, and a rotary blade 60 is connected to the universal joint 50. The entire shape of the rotary blade 60 is formed in a shape of a leaf of a tree.
