<P>PROBLEM TO BE SOLVED: To improve the fuel cost efficiency of a traveling plan by creating a traveling plan based on a traveling history instead of the mean value of vehicle speeds of each time in a hybrid car. <P>SOLUTION: This traveling plan creation device records section total traveling energy and section total regeneration energy in one road section when a hybrid car travels in one of a plurality of road sections for each road section (150).
