PURPOSE: A power managing device and a method thereof are provided to manage the power of a center processing unit by enabling a user to directly set the center processing unit. CONSTITUTION: When a power management function is executed according to a user request, a power managing unit(103) sets a mode of user setting modes in the center processing unit. The center processing device user setting modes include a center processing device core setting mode, a center processing device clock setting mode, and a mode which is predefined by the center processing unit. The center processing device core setting mode controls one or more cores included in the center processing unit.
