PURPOSE: A device for controlling battery charging and discharging and a method thereof are provided to optimally control battery charging and discharging by determining a compensation value required for battery charging and discharging by using a voltage drop element. CONSTITUTION: A parameter computation function extracting unit(210) extracts a parameter computation function of the internal impedance of a battery from a battery equivalent model. A parameter value obtaining unit(220) obtains a parameter value by an SOC(State of Charge) by using the parameter computation function.
