PURPOSE: A template generating device is provided to eliminate a manual work time of a worker by automatically generating a template image to be matched in the arrangement of two images. CONSTITUTION: An edge extracting unit(20) generates each edge extraction image from an input image. An edge map generating unit(30) generates an edge map converted into first blobs by using a final edge score value. A template generating unit(40) converts the matching of the image and each template candidate image for the first blobs into second blobs. The template generating unit selects template candidate images extracted from the second blobs having the calculated matching value satisfying an examination condition as final template images.
