A semi-automatic closing machine comprises a handle with a central screw, on which a hold-down plate is rigidly mounted, a frame, which is located between the hold-down plate and handle with possibility of rotational and radial movement. On the frame an arm and a closing roll of polymer material are installed. The roll on the outer surface further comprises a metal crown.
