MOVING PICTURE DECODER, MOVING PICTURE DECODING METHOD AND MOVING PICTURE DECODING PROGRAM

PROBLEM TO BE SOLVED: To solve the problem in which a code amount of an index showing candidates of a predicted motion vector increase when the candidates of the predicted motion vector are increased in motion vector prediction.

SOLUTION: In a moving picture decoder for decoding a bit stream obtained by encoding respective pictures of a moving picture by using the motion vector in a block unit, a predicted motion vector candidate generation section 220 generates the candidates of a plurality of predicted motion vectors from the motion vectors of the adjacent decoded block in the same picture as the block being a decoding object, and bestows indexes on them. A predicted motion vector candidate deletion section 222 calculates a difference between the predicted motion vectors of the candidates of the predicted motion vector and deletes the candidate of the predicted motion vector on the basis of an evaluation value on the difference between the predicted motion vectors. A predicted motion vector determination section 223 selects the predicted motion vector from the candidates of the remaining predicted motion vectors after deletion.
