<P>PROBLEM TO BE SOLVED: To provide an arrangement/wiring device for achieving the shortening of a revision period and the reduction of mask revision costs. <P>SOLUTION: A comparison part 32 specifies a revision place of logic from an existing net and revision information, and extracts logical connection information for matching logic. A determination part 33 determines the possibility/impossibility of the reconnection of wiring in order from the highest layer of a metal layer on the basis of layout information and the logical connection information extracted by the comparison part. Then, a replacement part 34 performs the reconnection of wiring in the metal layer whose reconnection is determined to be possible by the determination part 33.
