<P>PROBLEM TO BE SOLVED: To increase the number of packages, each having a gusset on one side thereof, that can be manufactured per unit time by manufacturing the packages while a tubular film is continuously transported. <P>SOLUTION: A horizontal pillow packaging machine includes: a bag forming device 23 that forms a strip-shaped film supplied continuously into a tube; a center sealing device 26 that seals the overlap end of a tubular film 24 formed into a tube; an end sealing device that seals the tubular film in the width direction thereof; and a gusset forming device 40 that forms a gusset on a side face of the tubular film before being sealed by the end sealing device. The end sealing device includes a first end sealing device that forms a first end sealed part having a greater seal width, relative to the tubular film, and a second end sealing device 32 that forms a second end sealed part having a smaller seal width.
