<P>PROBLEM TO BE SOLVED: To stabilize an output characteristic of a battery by generating heat to the battery from inside to warm up the battery. <P>SOLUTION: According to this embodiment, an alternating-current rejection filter 12 is provided between a charging and discharging terminal of a storage battery 12 and an inverter 20 converting a direct-current output of the storage battery into an alternating-current output. Also, a direct-current rejection filter 13 is connected to the charging and discharging terminal.
