<P>PROBLEM TO BE SOLVED: To provide a technique which realizes area-one segment broadcasting suitable to an environment including interference signals. <P>SOLUTION: A transmission part 10 transmits a signal from a transmission antenna 46. A checking part in a processing part 14 checks whether the signal transmitted by the transmission part 10 is being received by a reception antenna 48 and the reception part 12. If the checking part has not yet confirmed the reception of the signal, an instruction part in the processing part 14 instructs the transmission part 10 to suspend the transmission.
