<P>PROBLEM TO BE SOLVED: To achieve a memory property in an optical device using an electro-wetting effect. <P>SOLUTION: The optical device includes: a first substrate 11 and a second substrate 12 placed facing each other; a partition 18 provided between the first substrate and the second substrate; a first electrode 13 provided on one surface side of the first substrate, at least a part thereof overlapping with a region enclosed by the partition in a planar view; a second electrode 14 and a third electrode 15 provided on one surface side of the second substrate and which are respectively placed in both sides of the region enclosed by the partition, with their facing the first electrode; a smoothing layer 16 provided on one surface side of the second substrate and which covers the second and third electrodes; and a first fluid 19 and a second fluid 20, which are incompatible, disposed in the region enclosed by the partition.
