<P>PROBLEM TO BE SOLVED: To provide a communication setting technology that is capable of easily setting setting information to a radio terminal and has high versatility. <P>SOLUTION: An access point AP can perform radio communication in a limitation state where a connection object is limited. The access point AP alters the limitation state to a non-limitation state where the connection object is not limited, when accepting a predetermined designation given directly from a user or by short-range communication. The access point AP transmits setting information for a radio terminal TE1 to perform predetermined security communication with the access point AP or a setting program for the radio terminal TE1 to acquire the setting information to the radio terminal TE1, when being accessed by the radio terminal TE1 having established connection relation with the access point AP in the non-limitation state.
