If a predetermined condition is satisfied, by referring to a transmission command extension table having the definition of a command generation method for generating air-conditioning commands associated with additional control, an additional command transmission unit 108 generates an air-conditioning command associated with the additional control, and transmits the generated air-conditioning command to corresponding facility equipment (outdoor equipment, indoor equipment).
