<P>PROBLEM TO BE SOLVED: To restrain congestion from spreading to the entire network when part of call control servers are overloaded and placed into a congestion state by concentration of calls addressed to a disaster district, etc., and also eliminate the congestion state early. <P>SOLUTION: A congestion control system comprises a flow control device 1 which relays a connection request transmitted from a call originating terminal (IP telephone 7) to send it to an originating side call control server (SIP server S1(4)), and a flow management device 2 which gives an instruction for origination restriction to the flow control device 1. When congestion occurs in a network, the flow management device 2 gives an instruction for origination restriction, including parties subject to restriction and disposal rates, to the flow control device 1, and the flow control device 1 sorts out the connection requests received from call originating terminals under its command which are addressed to parties subject to restriction so that they will be discarded at the disposal rate, and further continues discarding the connection requests addressed to the parties subject to restriction which are transmitted from the call originating terminals which are disposed of connection requests by the sorting until a prescribed time elapses. <P>COPYRIGHT: (C)2013,JPO&INPIT |
