<P>PROBLEM TO BE SOLVED: To provide a policy control method and a policy server, capable of easily evaluating an actual result of policy control while suppressing the occurrence of a signaling load, and capable of easily adding policy control according to the evaluation result. <P>SOLUTION: A policy request detection unit 100 detects a policy request transmitted from each radio base station B1, B2, accommodating a mobile terminal MN, a security gateway GW or a management node for the radio base stations and the security gateway, in response to a predetermined event. To mitigate congestion in the radio base station B1, B2, a policy control unit 101 generates a policy applied to each mobile terminal MN subordinate to each base station.
