<P>PROBLEM TO BE SOLVED: To provide a developing apparatus that effectively prevents toner from scattering from the developing apparatus and accumulating in the developing apparatus, and to provide an image forming device including the same. <P>SOLUTION: A developing apparatus 3a includes a toner scattering preventing member 40 disposed adjacent to the downstream side of a facing position of a blade 35 with respect to a rotation direction of a magnetic roller 30. The toner scattering preventing member 40 includes an air inflow passage 41 that leads from an air inlet 41a opened in a facing surface 40a facing the magnetic roller 30 to the outside of a developing container 20. An angle θ formed between a straight line A perpendicular to the air inlet 41a and an inner wall surface 41b located on the side of the blade 35 of the air inflow passage 41 is set to 25-40 degrees.
