<P>PROBLEM TO BE SOLVED: To provide a multi-stage developing device that prevents a problem to be caused when developer on a developer carrier arranged in the downstream rubs a toner image on a latent image carrier, while improving uniformity of image density, and to provide an image forming device including the developing device, and a process cartridge. <P>SOLUTION: A developing device 23 includes, as two developing rollers 23a, a first developing roller 23a1 having a first developing area formed in the upstream in a surface moving direction of a photoreceptor drum 21, and a second developing roller 23a2 having a second developing area formed in the downstream in the surface moving direction of the photoreceptor drum 21. The developer on the surface of the second developing roller 23a2 is not in contact with the photoreceptor drum 21.
