<P>PROBLEM TO BE SOLVED: To provide a water treatment system which exhibits improved safety by a simple constitution when applied to a ship transporting petroleum-type liquid cargo. <P>SOLUTION: A first water seal part S1 and a second water seal part S2 are interposed between a ballast tank 3 adjacent to a cargo tank and a water treatment unit 8, thereby a section held by the first water seal part S1 and the second water seal part S2 and including the water treatment unit 8 is intercepted atmospherically from the ballast tank 3 adjacent to the cargo tank, and the inflow of gas from the ballast tank 3 is prevented. Furthermore, an after-peak tank 7 not adjacent to the ballast tank 3 is connected to a zone held by the first water seal part S1 and the second water seal part S2 and including the water treatment unit 8.
