<P>PROBLEM TO BE SOLVED: To provide a scroll determination device capable of accurately determining whether an image in a frame is being entirely scrolled. <P>SOLUTION: A motion vector detection part 12 detects the motion vector MV of an image with respect to each predetermined detection unit within a frame. A boundary determination signal generation part 345 compares motion vectors MV between different detection units, determines whether the boundary of the motion vectors MV is included between the different detection units, and generates a motion vector boundary determination signal MV_EDGE. A boundary determination signal totalization part 16 totalizes the motion vector boundary determination signals MV_EDGE and generates a totalized value EDGE_SUM_NRM indicating a degree of existence of the boundary of the motion vector within one frame.
