In the present invention, an electrical power acquisition unit acquires the electrical power required by a load. If the required electrical power exceeds a switching threshold value within a time frame in which the supply of electrical power to a load is allowed, an assist control unit determines that an assist condition has been satisfied. When the assist control unit has determined that the assist condition has been satisfied, the assist control unit causes a selection announcement, which enquires whether to initiate an assist operation that supplies electrical power from an electricity storage device, to be presented on an operation display device using an announcement control unit. If the response from the operation display device to the selective announcement is that the assist operation is required, the assist operation is initiated. The assist condition is set in a storage section by a condition setting unit.
